I am a college student. I do not have a ton of spare money. I went grocery shopping today with the full knowledge that in order to work my way out from under the crushing debt I already have, those packs of ramen will need to feed me for seventeen years. I am not able to throw money around for video games, and Valve founder Gabe Newell clearly does not care.
"But it's a sale," you say. "Shouldn't that be more convenient? Shouldn't it save you money, with prices lowered?"
To which I reply: You must be new here.
Though nothing will match the epic parade of daily deals, flash deals, and assorted other deals of all shapes and sizes present in the Steam Summer Sale, this big ol' chunk of horror games on sale is nothing to sniff at. From now until November 1st, all of these games are discounted by up to 75%. The selection includes everything from Outlast (Check out the highlights of Brad & Carlos' playthrough here!) to The Wolf Among Us (Telltale's excellent new series, which you should absolutely purchase). There's great stuff here and your wallet will not thank you for it.
Again, you can find the list here and curse the illusion of free choice Valve has given us. Which games will you be picking up?
(Note that The Walking Dead: Survival Instinct is included in the sale, but you shouldn't get it. It's terrible.)

I just got Sid Meier's Pirates for $2.49 on this sale. That's a fucking steal for such a great game. It ain't a horror game and it's not in any way related to Halloween, but I don't give a damn because it's a great game.
